It is these challenges and pursued held in the Republic of Karelia 17 and June 18, 2010 All-Russian Conference "Mechanisms for the effective functioning of utilities." The conference was organized by the magazine "Communal Complex of Russia" together with the Chamber of Commerce of the Russian Federation, State Committee of the Republic of Karelia on Reforming of Housing and Exhibition association "Karelexpo with the support and participation of non-profit partnership" Russian heat supply ", the Executive Body of the" Roszhilkommunsertifikatsiya "and a number of other authoritative organizations.
The conference was attended by 140 specialists from different Russian regions: the Republic of Karelia, the Republic of Tatarstan, Moscow, St. Petersburg, Ekaterinburg, Omsk, Volgograd, Tula, Kaluga and also from Moscow, Leningrad and Smolensk regions. Among the participants mainly consisted of heads and deputy heads of regional and municipal authorities, as well as management companies and municipal utilities. These and other shortcomings of legal and regulatory framework impede the development of housing and communal services in Russia.

- effective financing mechanisms for the implementation of modernization programs of individual objects and the industry as a whole.
Another great set of reports at the conference was devoted to effective technologies and technical support modernization of the industry. After listening to these reports, participants learned:
- with the influence exerted on the use of energy saving in housing thermal insulation;
- with new technologies for water domestic and drinking purposes;
- with effective methods of cleaning the areas adjacent to the objects of public utilities, as well as modern communal technique used for these purposes;
- with the most progressive designs insulated pipe;
- with energy-efficient equipment for lighting of public places in residential homes;
- with the use of magnetic treatment systems for the protection of meters and in the technological processes of water treatment;
- with the possibilities offered by modern metrological center for testing of meters.
In the final part of the work program of the first day of the conference was organized demonstration of the ultra-modern vacuum sweepers Hako-Citymaster 1200. Participants watched with interest to see how the process of cleanup, and were able to enjoy the high functionality of this machine.
In the evening we all had a great opportunity for socializing in a relaxed atmosphere of the banquet and after, when most participants spontaneously broke into interest groups, continued to enjoy the magical beauty of the Karelian nature during white nights. Everyone could choose holidays to your liking: walks in the picturesque forest lake, boating, Russian bath, a song with a guitar.
On the second day of the conference held thematic sections. The first of these was devoted to the experience of regional and municipal programs to upgrade water systems and clean drinking water. It examined in detail the regional program "Integrated treatment of small towns of the Republic of Karelia and the city program for the reconstruction of wastewater treatment plants in Petrozavodsk. There was also an interesting discussion of sources and mechanisms for financing such programs, the organizational aspects of their implementation, as well as advanced water treatment technologies.
The second thematic section was devoted to energy conservation and improving energy efficiency of housing. Under this section a discussion of priority mechanisms for implementing energy saving measures, including accounting issues and regulation of heat in the housing. Was considered as a program of energy efficiency improvement of social facilities in the city Kingisepp.
Another activity of the second day of the conference was an intellectual game "League of housing experts. Participants were asked to answer 7 questions to test their knowledge of the industry utilities and the magazine "Communal Complex of Russia". Best of all coped with the task of General Director of "Karelteploenergo E. G. Danilyan of Sortavala and Project Director of OOO TD" LIT "AV Evsyutin from Moscow. The winners in a festive atmosphere were awarded valuable gifts.
Summing up the conference, we must admit that it was very successful. Each of the participants was not only meaningful information and knowledge, but also useful contacts, as well as promising developments for the future. At the end of the conference participants expressed a unanimous desire to meet again and make this an annual event.
